How does the 2/3 public vote work?

In the "Puzzle Bobble - vs [Split]" poll, the public voted 6 for, and 2 against a level difficulty split.

However, the rules are that no difficulty splits are allowed (does anyone know whee this is documented on the MARP site?)

In the Member Rules and Regulatons (http://marp.retrogames.com/rules/memberrights.htm) it says that a 2/3 public vote can overturn a pre-set rule, or a co-ordinator's ruling.

But, for some reason this doesn't apply to difficulty level splits. As the above poll meets the 2/3 puiblic voting, and is still disallowed.

Please can we clarify which circumstances can overrule the 2/3 pulic vote.

Unless there's a rule saying this on an obscure page somewhere I haven't read yet :), this applies to splits as well. For instance, sbrkout was split by passing a vote with 2/3 that Pat was against.
