Rules for splitting games

Guys (& Gals)
PLEASE! We really need to cool it with the splits requests! You need to know that
I will not split a game based on difficulty levels alone.
Of late, three "P" games come to mind:
pang3
popnpop
puzzleb
I am only going to create splits if the game play is SUBSTANTIALLY different which would merit a split. It's OK if there are special modes such vs. computer which is common or in games such as racing or golf where there are different courses to choose from.
However, if the choices are simply practice, beginner, rookie, normal, medium, challenging, expert, pro, etc. that is not enough alone to warrant a split. Also, number of levels or total game boards won't cut it. Another example is say tempest, I won't create a Level 1 start and a Level 9 start split even though both are available. All because the gameplay is essentially the same, just the diffculty is different.
It is up to you as players to figure out which difficulty levels give you the highest score. If something like a practice mode gives high scores and are super boring recordings that don't show off the game--well we can make a rule to prohibit that mode
Remember MARP is a gamers repository. If a newbies come to this site how are they going to know which version of an original to playback if there are half a dozen splits?

Document change

Ok thanks ***PL***.
Please can we change the document
http://marp.retrogames.com/rules/memberrights.htm
to reflect the fact that votes for games to be split on difficulty are not allowed.
This document currently says that "Any Menber is allowed to raise Any Vote", which is now clearly not the case, as there are some under-lining rules which state which splits will not be made.

kranser.

Or, maybe the Member rights isn't the appropriate place to document which voting topics are allowed. Is there another document for this, or should we, perhaps, create one?

But the "beginner" mode in pang3 has totally different levels. The fact that there are only 10 of them instead of 50 isn't the issue with it. The difficulty isn't any different. That's why I'm so annoyed that the split for it was removed.
This has been said multiple times already.

kranser, no one can just create a rule out of thin air. What he is actually doing instead is killing your votes, which is allowed. If you want to vote on them, either petition the editors to overturn (requires 2/3 of the editors) it or get 2/3 of the general public to vote against his decision (which effectively overturns the RC's decision).
Also, it would be the rules & regulations page you are looking for, I *think*. (Correct me if I'm wrong here.)
Pat, for pang3, I disagree with your logic here, and ask that you reconsider. I cannot speak for the other games in question, as I do not know those games specifically.
You say that it is okay to split off games where there are different courses to choose from. Pang3 currently has three splits on Panic Mode, Tour Mode, and Secret Levels. Tour Mode and Secret Levels are the same style of play. But Tour Mode has a different set of levels than the Secret Levels.
What makes this different than Beginner Mode? The fact that it's classified as "Beginner"? The fact that it has less levels? The fact that there's tutorials that help you along? If it's ANY of the above, why does Camel Try allow Practice mode? Because it's a different COURSE altogether from the other courses. The same is true for pang3, Pat. It's an entirely different course from Tour Mode of the Secret Levels, and it should be allowed. Play the game if you haven't and you'll see what I mean.
AND CAN SOMEONE TELL US HOW TO GET TO PANG3'S SECRET LEVELS ALREADY!!!
2/3 vote - please clarify

I'm not too clear about what you mean when you say that 2/3 or the editors vote or 2/3 of the public vote can overturn the co-ordinators vote.
At the moment, my Puzzle Bobble - Split poll has 6 votes for and 2 votes against. Does that mean that it has a 2/3 public vote? Or do I need to start the poll again to see if people vote differently based on what Pat has said?
As I have more then 2/3 vote, do I still need an editors vote? If so, how do I go about that?
Does that fact that the co-ordinator has overturned my votes, mean that they start off from 0/0 again?
Sorry, for all the questions, but I'm not too sure about where to go from here, and what the current situation is.
Thanks,
Kranser.

gamefaqs has the answer
http://www.gamefaqs.com/coinop/arcade/code/14203.html
You need to insert coin, press 1 Player start, select Normal mode, and when choosing the chacter, press both 1P and 2P Fire buttons (that is Left Ctrl + A using the MAME default buttons).

4. The regulation coordinator has the right to kill a vote if s/he feels it goes against the spirit of MARP. However, this ruling can be overruled by a 2/3 vote of the general public, or a 2/3 vote of the editors.
In this case, the regulation coordinator, Pat, has decided to kill the votes on splitting games. So, in order for your vote to happen, you either have to:
- Get 2/3 of the editors to overturn the vote
- Get 2/3 of the general public to overturn the vote

No, the 2/3 has to be out of ALL of the options. It's considered 5:2:1, not 6:2, and 62% is not 2/3. If you cannot get 2/3 of the general public to agree on it, Pat's decision stands.
I don't think you need to start the poll over.

Ok, I agree that it isn't a 2/3 vote in favor if each option is treated individually.
I voted the first option, not realising how popular the second would be! Oh well, I guess it's impossible to change my vote
As for the Pang3 secret levels, well I just looked at the gamefaq site, and discovered that it had the secret level info for Pang3 (even though it calls it "Expert mode").

It also calls the game something completely different, which is why seymour and I were never able to find it.

Thanx again!
pang3 - 10 levels is back!!

OK, go nuts!
I've added the 10 level beginner mode and renamed Secret Levels to Expert. I've also spent the last two hours checking and renaming other split names as required.
In summary:
pang3-beg "Pang! 3 (Euro) [Beginner]"
pang3j-beg "Pang! 3 (Japan) [Beginner]"
pang3-nml "Pang! 3 (Euro) [Normal]"
pang3j-nml "Pang! 3 (Japan) [Normal]"
pang3-exp "Pang! 3 (Euro) [Expert]"
pang3j-exp "Pang! 3 (Japan) [Expert]"
pang3-pan "Pang! 3 (Euro) [Panic]"
pang3j-pan "Pang! 3 (Japan) [Panic]"

Just to put my 2 cents, if you wanna play pang3-exp, you have to press both 1p&2p fire buttons when choosing "normal mode" (not the character) ; I've added that in special link
To editors : there are several inputs to move from "-nml" to "-beg" both in pang3 & pang3j (a lot of scores around 500k)
