Updated Windows guide

Finally got around to updating the Windows commandline record/playback guide. Only took 12 years. 
Mostly updated URLs, and updated various texts to make more sense for modern MAME.
Let me know if you can think of anything to add.
Will look at doing a Unix/Linux version of the guide sometime soon.
