why is there a special rule for this set only pertaining to 100k or 200k bonus scores?

why is it on this rom set? It was not around 2005 ?

There are multiple tough Phoenix clones with a timer: Falcon, Vautour, Griffon, Condor.
If I recall correctly we thought at the time that it would be nice to have one "timer clone" where you don't have to spend all games chasing for that elusive big bonus - but rather just play. So the reason was variety.
Also it's possible that it has somehow different gameplay which makes the bonus chasing ever more frustrating. But I think the main reason was variety... you can still chase the bonuses on those three other clones with a timer.
The rule was made December 2005.
