I would like to know a website that I can download MAMEui 0.137 (Win32 GUI)? This emulador is allowed for submissions, right?

It is but if it's not a wolfmame derivative it can't be allowed to take 1rst place for marp games. This was a rule added recently due to a poll.

I'd recommend M+GUI if you must have a GUI. There shouldn't be any issues with using it with WolfMAME.
