I've tried recovering my MARP Password several times, and it says the mail has been sent, but nothing's happening.

Probably the same underlying cause as e-mail notifications for new scores that beat yours not being sent currently. Barry is working on this I believe.

The password reminder emails were being sent to my mailbox instead of to the person requesting them.

That's because the scripts thought they were in 'test' mode.

And that's because the scripts were changed to use 're' instead of 'regex' for their regular expression matching, without the corresponding changes being made to the code.

I believe I've fixed it now, but there are probably lots more places in the code which will need changing to migrate from 'regex' to 're'. I know, for example, that Pat is currently unable to update the database for the new MAME release for the same reason.

Does it take a few minutes to send? Because I just tried it now and it's still not working. Perhaps you could PM me if worst comes to worst?
