You can't do that on all games though.
However, there are games where additional skill required to max points on early levels especially shouldn't be ignored.
Plus how do you handle games that have an end?
For example take pacman...what point is there to scoring based on boards cleared? All reaching the split-screen would have the same score.
The differences in skill for pacman really are shown on the early boards....grouping and eating the monsters....or for others developing the patterns which includes eating the monsters.
You would be missing something if a player just went through all those early boards, not bothering to eat any monsters at all....just to advance to the next level.
Many other games are like this also.
I agree in cases where it's more of a leech-fest than skill, then special rules for that would help. Many games already have this.
It doesn't apply to other games though where it takes skill to get more points per level on the earlier levels....at an additional risk of losing a life.
