Whatever you want, obviously it's appreciated that it doesn't overlap with anything else.
+ Tournament Rules? Number of participants? Election games?

The Tournament chairman and elected judges for single games AFTER that the draw has been done.

Also keep in mind the rule at the top of forum post that Kale linked to which says, "These rules normally change from tournament to tournament."
I'd definitely recommend you look at the rules from previous tournaments for ideas and the general formats that have been used before, but feel free to make changes.. You can really set up pretty much any timeline and rules you want.

While what George said is correct about the timing of the tournament, assuming I get a position, I will propose a timeline for what will probably be a very busy line of tournaments this year... (Time Trials... Tournament... Olympiad... WCC... MAME Championships...)

4. A member must have submitted his/her first recording before July 1 2010 in order to qualify as a coordinator. (NOTE: There is no minimum length of membership or activity requirement in order to nominate somebody else).
Your first recording is from 6th July 2010 ...

Empardopo, Kale is correct and unfortunately you do not meet the minimum length of membership eligibility requirement. Perhaps you'll consider running again next year?

Uhm, unsure about this ... does it mean to have additionally editor powers or the only difference is that I can decide votes but then I must still rely on any editor?

Well, I'm not sure. The position description in the election rules imply you would direct access to edit the regulation rules web page stating:
"Must maintain the regulation rules web page when necessary. Must report the update to the assistant and main web page maintainers."
I'm not sure that recent Regulation Coordinators have actually had direct access to edit the page though, and instead have had to go through one of the web page maintainers. Can one of the web page maintainers clarify how this works in practice?
You would definitely have moderator rights to the Regulation Play forum though.
