I asked on mamedev already & Nicola's not into it.
I tried to post this link, where framerates were discussed on Dave's board: http://wwwboard.tmk.com/mame/2070.html
I said I thought it would be worth including framerate in .inp files, even though it can be faked by people with the knowledge.
I then included this text, from Nicola on mamedev:

What's point. If people want to cheat, they would just have to recompile
MAME.
And don't say it's too difficult. There are step by step instructions
available. Any idiot can do that.
