Doesn't extract with winrar but worked for me with winzip so you should try again with winzip.

not SIMPLY winzip but winzip10.0 or later must open these files. You can also download 7zip which is much better than winzip in suportability (supports rar too) and it will also extract this file.

7zip can also produce zips that are incompatible with MAME (or at least p7zip, the standard 7zip archiver for Linux).

From what I remember, the issue is with Deflate64 - older software, including zlib (as used by MAME), does not support this compression method. If you can disable the use of that method in the archiver you use, then you should. Otherwise, stick with Windows' built-in zip support.
