That's not even a "game" actually.

You move a generic fighting character into a generic scenario, no opponent, no attacking, no specials, nothing of nothing, just lots of gfx glitches. I've always wondered the point in having this in MAME, it's just a random early not-even-alpha build game, but whatever ...

Don't reckon if there are other "games" in MAME so busted like this, but I'm inclined to say no.
