Can I upload any game inp ?

Can I upload any game inp at anytime ? or do I have to upload only games that are currently being played in a tournament ?

I want to have a crack at some of the hi scores in the recordings archives, but I see they all have a point score next to them out of 100, does this mean that they were submitted during a tournament that included that game ?

Click on submit. There you will see Rules and Regulations.
