Settings were Japan in country - default is Europe. Since we really don't know if Japan settings are harder nor easier, are we going to let this slide?

The rule is, as I understand it, that settings must be either TG, defaults or harder than defaults. There may very well be no difference between region setting, but it's certainly possible that it's not. Anyone remember Neo Drift Out?
Is there anyone out there willing to play lots of Crossed Swords to figure this out? I bet there isn't.
