It's not hard to make an impossible challenge (say, run 50 meters in 1 second). I think with this sort of question you have to differentiate genuine-difficult from cheesy-difficult.

Cheesy-difficult would be (for example) the later Gauntlet Legends, like BBH pointed out. To suggest another, I'd go with the arcade version of Battletoads.

Genuine-difficult would be more like Tempest or Mad Planets.

Unfortunately I have no good criterion to distinguish between the two, but I know that whenever this conversation gets pulled out I cringe at how the two types of difficulty get lumped together.

Cheezy difficult would be Xybots. At a certain point you just stop getting enough fuel pods to survive a level and sometimes none at all. Changing the difficulty level just pushes back the situation by a few levels. It bothers the hell out of me that this game is essentially broken.

I don't think Xybots can be considered as very hard. You can play so many levels through with one credit, playing for quite a long time. Doesn't every other game get hard at some point on later stages.

It's not the game that gets hard, it's that you have no chance to survive because you aren't given enough fuel. Similar to Super Cobra and how you lose a couple lives in the final stages of the second loop and beyond because of lack of fuel. When you enter a level and there are no fuel pods at all (or one if you're lucky), the best you can do is make a mad dash for the exit(or the single pod). Since you aren't fully exploring the levels for money anymore you gradually lose money from your upgrades and purchased fuel until you are left with nothing. My recording should give you an idea what I'm talking about. It's a shame this happens too because you can't get to experience the other stuff the game throws at you later. Levels shrouded in darkness and a Master Xybot with a different firing pattern (and bigger points).

Not agree.
Rainbowisland and magic sword are very easy game.

Just they require plan/knowledge.

There are two factor of difficulty.
one requires rapid shot, fast dodging, and good eye.
the other requres knowledge, planning and constract pattern.

no one can finish tower of druaga without enough knowledge.
but that is not hard game.

damn, firing shots at me on a post that's nearly 10 years old :X

In terms of fighting games with CPU AI, I've learned somewhat recently that the General in Kaiser Knuckle is the hardest fighting game boss by far. I can't even comprehend finishing that on one credit unless I could reliably get a loop down, but he still feels so random to fight against....

My evaluation.

1:Very easy game. "finish by the first play" is possible for some people.
2:Play enough, most of people can finish.
3:Most of people can not finish even if enough play.
4:for BEM only.
5:seems impossible.(I do not know any success)
For examply.Raiden(1990)
Loop1=2,LOOP2=3,LOOP3=4 and LOOP4=5.

A: Destroy them all
B: Unless some tecnique, difficult to finish.
C: study or hell.
D: Impossible without constructed enough plan.
E: Except only one right plan, all fault.

For example.
Galaxian=A,Magic sword=B,raimbow island=C,shadow land,Daitoride=D,tower of druaga=E.

Last boss of Kaiser knucle is 3D or 3E.very difficult and very few right plan.
ketsui Loop 1 is 2B,normal Loop 2 is 3B,special Loop 2 is 4C.

I think Raiden is not that hard game Hisa... ok, many games are hard to play perfect/finish but that doesn't make them hard games per se, imo. Good game, yes.

Addition to hardest games list: Super Breakout prototype: canyon.
...It's difficult to even clear first screen of blocks. The game gives often some "unfair" bounces and sped up gameplay with small paddles... killer combination.

Btw Hisa, maybe you could join IGBY tournament for Marp? There is still end of this month to register I think. One doesn't have to play all games, and there will be at least one Cave shmup included, on which you'd probably be pretty good at...

Gun Master is quite hard.
You need perfect execution AND perfect knowledge of movelist AND correct path* to counter rank spiking up to the wazoo for later stages.
And I'm not making it up. 8)

*i.e. Cancer as first round is easy.
Cancer as middle to last rounds is borderline cheap.
