The issue is that cookies are set to expire in a "far off distant time". 22 years later, that time has arrived.
EDIT: This issue has been fixed, if you're still having login issues, try forcing a complete refresh of the website (usually Ctrl-F5).

There's extra info stored in the header, but done in a way that should be backwards compatible to regular MAME. The difference in INP version number also makes it easier to determine which was used to make the INP.

You'll probably want an older GCC (about 4.x). XMAME doesn't use SDL, from what I remember.
I'm not sure on any other dependencies, but what documentation there is, should be in the XMAME source package.
